     Communism was founded by Ho Chí Min and others who were exiled from China. The Communist Party of Indochina controlled Vietnam and won the Hong Kong conference in 1930. In 1935, the congress in Moscow adopted a policy towards a popular front against fascism and directed Communist movements around the world to collaborate with anti-fascist forces regardless of their orientation towards socialism.
     The party was formally dissolved in 1945 in order to hide its Communist affiliation with its communist allies. The Party was renamed as the Vietnam Workers' Party at the Second National Party Congress in Tuyen Quang in 1951. In 1976 the Fourth National Party Congress was held after the end of Vietnam War with the reunification of Vietnam. The Party's name was then changed to the Communist Party of Vietnam. The Communist Party of Vietnam has claimed Marxism-Leninism and Ho Chi Minh Ideology to be ideological basis of the Party. The Communist Party of Vietnam has moved towards market reforms in the economy.
Vietnam is working to create jobs to meet the challenge of a labor force that is growing by more than 1.5 million people every year. Early in 2008 Vietnamese authorities began to raise benchmark interest rates and reserve requirements. So now most cities in Vietnam will be rising economically.
